En el caso de España, al igual que en muchos otros paises, tanto ayuntamientos, comunidades autónomas (Regiones, Estados federados...) los salarios al igual que el número de funcionarios son de libre elección por cada una de estas "instituciones" sin control alguno del gobierno central. Casos particulares en España es que el alcalde de un municipio con número de habitantes inferior a 500.000 personas cobre mas que el mismo presidente del gobierno. Todos estos gastos deberian estar controlados por la administración central. Por poner algunos ejemplos se debería de controlar el sueldo de todos y cada uno de los cargos tanto de Atonomías, Ayuntamientos... según número de habitsntes y extensión territorial entre otros. Al igual debería de ocurrir con el número de funcionarios. Por poner un ejemplo, la Policia Municipal de Marbella (Málaga-Andalucía-España) cobra unos 3000 Euros mensuales, mientras que la la Policia Nacional no llega a 1500.
