"the independent rating project to that anyone can contribute"

should be

"the independent rating project that anyone can contribute to",

or maybe even better

"the independent rating project anyone can contribute to".

Translation into english from comment above (by Google Translate):

In the case of Spain, as in many other countries, both municipalities, autonomous communities (regions, states ...) wages as the number of officials are to decide for each of these "institutions" without some central government control. Particular cases in Spain is that the mayor of a municipality with population size less than 500,000 people over the same copper prime minister. All these costs should be controlled by the central government. To give some examples should be to control the salaries of each and every one of the positions of both Atonomías, Town ... by number of territorial extension habitsntes and others. As should occur with the number of officials. For instance, the Municipal Police in Marbella (Malaga, Andalusia, Spain) charges about 3000 Euros per month, while the National Police does not reach 1500.
